At 16 inches from the fold, don't stitch, start cutting slits of fringe all the way down the one side. (through both layers of fabric). Tie each front and back fringe together.

I am trying to make the Fleece Poncho for an adult. I am having trouble trying to figure out how to do the fringe. I, of course, know how to do the edges but the fringe going up the front of poncho is where I am having trouble and I like the effect.
Can you help?
